We prove exact controllability of Maxwell's system with variable, time-independent coefficients in a bounded, simply connected region by a current flux in the boundary of the domain. The proof is based on a duality argument which reduces the proof of exact controllability to continuous observability of the homogeneous adjoint system. In order to show continuous observability we use multipliers, microlocal analysis and a uniqueness result for Maxwell's system.
